Update to Medicaid Expansion Program

On June 1, 2021, DHHS announced it is no longer planning to implement the Heritage Health Adult Demonstration Program. As a result, everyone who is eligible for Medicaid through expansion will receive equal benefits coverage, including dental, vision, and over-the-counter medication coverage, effective October 1, 2021. There will be no change to who can become Medicaid eligible with this change.

In November 2018, Nebraska voters approved Initiative 427, electing the federal option to provide Medicaid coverage to otherwise ineligible adults up to 138% of the federal poverty level under the provisions of the Patient Protection and Affordable Care Act.

The Division of Medicaid and Long-Term Care (MLTC) received approval to create the Heritage Health Adult (HHA) Demonstration Program, which allows individuals in the expansion category to qualify for additional benefits by completing certain activities. Through the HHA Demonstration Program, Nebraska Medicaid seeks to improve health outcomes and encourage life successes for Medicaid beneficiaries. 

On September 2, 2021, the federal government approved Nebraska's request to terminate the Heritage Health Adult Demonstration waiver. For more details, see the letter below:

DHHS's draft waiver application was available for public review and comment. All public comments were considered as MLTC finalized the application. Comments were accepted through November 26, 2019.
